Subdividing land requires careful planning well ahead of the time at which the subdivision will occur. However, if you plan accordingly and consult with experts, subdividing land can be successful! Do not attempt a project of this complexity on your own in a DIY (do it yourself) manner. Subdividing a piece of land into smaller pieces for residential and commercial use requires attention to detail. This is not a single step process in the slightest. A property survey consists of many tasks from land records research to field data collection to office calculations and drafting. In most cases, the time accomplishing those tasks far exceed the time on site. For potential clients seeking to compare prices, the range of prices can be confusing. We hope the following explanation of a surveyor’s obligations helps shed some light on why some surveyors offer a quote that is much higher than others.

Step 1: Researching the History of the Parcel

Each piece of land is unique with its own story to tell. Making sure that the proper historical research has been made is a crucial part to the beginning of a survey. When researching the history of the parcel of land, it may take anywhere from a few hours to a few days depending on the state department.

Our investigation of the title may lead to more questions that we need to resolve in order to meet our statutory requirements. It is impossible to gauge the level of difficulty and therefore, the amount of time a research job will take until we are well invested in the project.

Getting It Right The First Time

In some cases, we search far outside the geographical area of our project in order to recover a sizeable sampling of documentation to properly analyze for boundary computations. The office phase of the survey is separated into two parts: drafting and computations.

Drafting

The quality of the drafting depends on the skill of the draftsperson. The finished survey map should be subject to at least two layers of review to ensure adherence to CAD standards and, more importantly, adherence to CT. GEN Statue 20-300b which governs what must be shown on any survey map signed by a licensed surveyor in the state of Connecticut.

Computations

The computation phase of the survey can often be the most time consuming of the entire project. Licensed surveyors first consider the deeds of the subject property and the deeds of the adjoining properties. They also mathematically check any existing survey mapping that was found during research. Consideration and analysis is giving to the survey logic that the previous surveyor used in arriving at their opinion.

In a sense, the surveyor is piecing together a puzzle in which many boundaries are established to ensure they arrive at a logical opinion of the subject property boundaries.

Step 4: Forming a Boundary Line

In the course of collecting data and forming a boundary line opinion, a proficient surveyor should do his or her utmost to ensure that their final opinion of the boundary will withstand challenges, professionally or legally, in the future. That means that a competent surveyor should, to the best of his or her ability, perform all necessary functions to arrive at a defensible opinion. The client must be able to rely on the integrity of the surveyor to the job properly and to stand by his or her work.

WSB welcomes accomplished engineering leaders

Industry experts Shelly Hanson and Klay Eckles bring their
combined experience to the firm’s growing municipal team

Minneapolis, Minn. – Fast-growing Minneapolis design and consulting firm WSB has hired local engineering experts Shelly Hanson and Klayton (Klay) Eckles to join its municipal services team. Eckles and Hanson bring a wealth of knowledge to WSB after long-term careers as city engineers at the City of Woodbury and the City of Bloomington, respectively.

“Both Shelly and Klay have made significant impacts in the engineering industry and are well-known for their dedication to engineering excellence,” said WSB Vice President of Municipal Services Lee Gustafson. “I’m confident their expertise will elevate the service we provide to the communities we support and continue to help us build internal momentum throughout WSB.”

Hanson retired from the City of Bloomington in 2018 as the city engineer. She worked on countless projects that shaped the landscape of the city for 24 years. Her most notable projects include the restoration of the Old Cedar Avenue bridge, the Lindau Lane corridor in the South Loop district and securing funding for phase one of the I-494 and I-35W interchange improvement. Hanson was the first woman to be named the City Engineer’s Association of Minnesota (CEAM) Engineer of the Year in 2014. Hanson has paid special attention to helping women advance in the fields of public works and engineering throughout her career.

“I’m excited to join a firm that works together to discover thoughtful and creative solutions to infrastructure challenges,” said Hanson. “The diversity of projects is what I most loved about my job in Bloomington and I’m thrilled I can continue to focus on new challenges with WSB.”

Eckles has worked in the public sector for over 30 years in four different communities throughout the Twin Cities. He was the engineering and public works director for both the City of Woodbury and the City of Stillwater. Eckles is well-known for his environmental consciousness and received the Charles Walter Nichols Award from the American Public Works Association for outstanding and meritorious achievement in the environmental field. He brings significant experience in infrastructure and comprehensive planning, site master planning, facility expansion projects, interagency partnerships agreements and long-term capital planning.

“The firm’s commitment to sustainability and innovation is something that fits with my own vision,” said Eckles. “A big-picture approach to shaping communities is something I embrace and I am looking forward to helping drive that forward.”

Q&A with Bill Tointon Celebrating 50 Years

Bill Tointon is a Senior Planner at WSB focusing on our Land Development efforts in Rochester. Throughout his career, Bill has been involved in the design of approximately 25,000 acres of land for residential, commercial, industrial and redevelopment projects. He has served the Rochester community with their land development needs for 50 years.

Q: Congratulations on 50 years! When you reflect on your career to date, what stands out as the most memorable or impactful moment?
A: I would say the most significant part of my career is that I was able to maintain a 96 percent ratio of success in obtaining project approvals from governmental political bodies including city councils, county boards, planning commissions, environmental boards, and township boards.
It’s difficult for me to highlight one specific memorable project since they have all impacted me in different ways. If I had to choose I would say working on the Mayo Woodland project definitely stands out. It took three years to approve special zoning to complete the project. Once approved, it was featured in the New York Times and on the Paul Harvey News. The media called it an innovative project in America’s heartland and it involved the heirs of the world-famous Mayo family, often called America’s physicians.

Q: Is there something you wish you would’ve known when you first started that you learned during your career?
A: It takes a significant level of effort to be successful in the practice of private development – more than I had expected. It’s important to be optimistic, place emphasis on accuracy, and also be very articulate. I often say to colleagues, “Being 90 percent accurate is not a passing grade in the private development industry.”

Q: How have you seen the industry change over the last 50 years?
A: I would say the largest change that I’ve noticed is the continual decrease in the number of private development firms and individuals that are willing to take on the risks associated with this industry. Throughout the last five decades, I’ve experienced all stages of the economic cycle. The companies that have survived these cyclical changes have good investors or have been very fiscally responsible.

Q: How have you changed over the last 50 years?
A: Over the years I’ve realized how important relationship building is. When you’re working with clients, you’re not just doing a “job.” Elements of our business can be incredibly personal. I’ve been lucky to build longstanding relationships with clients and colleagues throughout the years. I didn’t realize how important this was when I first started out.

Q: In what direction do you see this industry heading?
A: The private development industry players are constantly changing. Unfortunately, the clients you have today may not be in business five or ten years in the future. The level of sophistication in the industry is increasing along with the acceptance and understanding that modern technology is the new normal. Lately, I’ve noticed a shift into private developers focusing on more niche markets. I think the future looks bright for private development. I’ve witnessed many changes throughout the years – some bad, but most good.

Q: How has the Rochester community impacted your professional career?
A: The diversity of the Rochester community has allowed me to broaden my career and be more innovative when applying new design criteria. What’s unique about the community is how involved and hands-on the governmental bodies are here. They often participate in design critiques and really embrace new ideas and creativity.

Q: You’ve worked on several projects in Rochester throughout your career. What has surprised you about the changing landscape?
A: The city has surprised me. It’s changed so much. Rochester went from a small size community in the heartland of the Midwest to a metropolitan city center with high-rises and a booming downtown. The economic momentum here is motivating. It’s been impressive to witness.

Q: What advice would you give someone who is new to our industry?
A: The best advice I can give someone entering this industry is to be persistent in your approach to problem solving and don’t take no for an answer. Create your own style and embrace it. I would also tell them that teamwork is necessary and not an option. Surround yourself with people you trust and that you can depend on. It will make your career enjoyable and give you tremendous support.

Hyatt House-Civic on First Groundbreaking

Community leaders and local residents gathered in downtown Rochester yesterday to break ground on the Hyatt House-Civic on First project. Referred to as the “new gateway to the city”, the $46 million project features a 172-room extended stay hotel.

Formerly the home of the beloved community watering hole, American Legion Post 92, the Hyatt House has a large footprint to fill. The over 30-year-old downtown establishment bid a bittersweet farewell to Civic Center Drive and its loyal patrons, but remained optimistic for future development efforts. The Hyatt House hotel is expected to connect the Rochester community and Mayo Clinic campus and spur economic development growth in the area.

Our Land Development team assisted EKN Development Group, PEG Companies, and HKS as the Planning and Entitlements Lead. We completed the planning and entitlement process, civil engineering, geotechnical, survey, and landscape architecture work. Completion for the Hyatt House project is anticipated for summer 2020.

WSB assists City of North Branch to secure $400000 grant

WSB assists City of North Branch to secure $400,000 grant from the Minnesota Department of Employment and Economic Development (DEED)

The City of North Branch has received a $400,000 grant from the Minnesota Department of Employment and Economic Development (DEED).

The City of North Branch will use grant dollars for the installation of a trunk water line along 400th Street, under I-35.  The existing water system serving the 400th Street industrial park is currently unable to provide adequate fire flows and water volume, preventing commercial and industrial development.  The trunk facility will be installed in 2019, and is a critical component of the city’s water infrastructure system. The intent and hope of the trunk line is to spur economic momentum throughout the 250-acre industrial park.

The Greater Minnesota Business Development Public Infrastructure Program Grant helps stimulate new economic development, create new jobs and retains existing jobs through investments in public infrastructure. It provides grants to cities of up to 50 percent of the capital costs of the public infrastructure necessary to expand or retain jobs in the area, increase the tax base, or expand or create new economic development.

Lee Gustafson, WSB Senior Project Manager, is the City of North Branch’s City Engineer.  Gustafson completed the grant application on behalf of the City of North Branch.

Parking Lots Paving Hot Mix Asphalt (HMA) Recommendations

Pavement mixes used to build streets, highways and parking lots are not the same. There are several different mix requirements that are applied to each based on the use of the surface.  Parking lots carry a low amount of daily traffic, but experience wear and tear due to static loading or from serving as a rest area.  Rest areas and truck stops have a high number of creep speed Equivalent Single Axle Loads (ESALs). ESAL is a concept developed from data collected at the American Association of State Highway Officials.  It is a road test that measures the damage relationship and the effects of axles carrying different loads.

When determining pavement mix, a parking lot’s classification must be established. Parking lots are divided into two classifications: passenger vehicle parking and commercial vehicle parking.  In some cases, parking lots serve as both passenger vehicle parking and commercial vehicle parking. These parking lots require special considerations.

The Minnesota Department of Transportation (MnDOT) has developed mix designations that are included in their Standard Specifications for Construction Book. All project documents submitted must be in accordance with the book. Mixture designations are coded and outlined for their specifications using SPWEA430C.

SP          Design Type

Superpave, which is a gyratory compactor design used for all asphalt mixtures. This is the latest design used to replace the Marshall mix design method.

WE         Lift course

  • WE indicates wear and shoulder wear, which is the top 4 inches of asphalt on MnDOT projects, or top 3 inches on local projects.
  • NW indicates non-wear course, which lies below the top 4 inches of asphalt on MnDOT projects or top 3 inches on local projects.

            Traffic Level

The traffic level is based on the ESAL or the annual average daily traffic (AADT).  Higher traffic levels require a higher-level percent of crushed aggregates.  This will reduce the effects of rutting on pavement caused by traffic loading when soft mixes are used.

30           Air Void Requirement

  • 40 for 4.0 percent air void. This is usually used on a surface with high traffic levels. The traffic helps compact the asphalt mixture.
  • 30 for 3.0 percent air void. This is usually used on surfaces or roadways with low traffic level.

The first numbers of the binder type are the average seven-day maximum pavement temperature (oC) and the second number is the expected minimum pavement temperature (oC). The letters dictate the traffic level. “S” grade is for standard traffic, “H” grade is for heavy traffic, “V” grade is for very heavy traffic, and “E” grade is for extremely heavy traffic.

Example – Binder Type A:

A PG 52S-34 is intended for use where the average seven-day maximum pavement temperature is 52 degrees Celsius and the expected minimum temperature is -34 degrees Celsius, under standard traffic conditions.

Parking lot mix types:

Below are some recommendations on mix types that will help enhance the overall performance of the parking lots.

Aggregate Size

  • Aggregate size A is recommended due to the smaller size aggregate yielding a smooth finishing surface.

Traffic Level

  • Traffic level 4 will help limit the depression in the parking stalls for passenger vehicle parking only.
  • Traffic level 5 includes an increased percentage of crushed aggregate that helps mitigate creep speed ESAL from trucks.

Air Void Requirement

  • A 3.0 percent air void will provide a tight finishing surface and an aesthetically pleasing look.

PG Binder Type

  • The binder type used in a mill and overlay is generally lower than what is used in new construction or reconstruction. Cracks on existing underlying pavement reflect through the new overlay over time. This method is not as cost-effective as a higher binder grade. This does not mean that a higher binder grade in any mill and overlay project should not be used.  A high binder grading helps slow down thermal cracking.  It is at the discretion of the designer to decide if it is cost-effective to delay the reflective cracking.
  • On commercial vehicle parking surfaces, asphalt binder grade F is a sufficient option, but in extreme conditions a higher binder grade I (PG 58E-34) should be used to reduce rutting and shoving.
  • Surface areas where trailer landing gears are down should be designed with concrete pavement to support concentrated loads.

The recommendations above are guidelines.  Additional investigation is necessary and should include coring or boring to further evaluate the subsurface conditions prior to a design work.

WSB’s Afton Old Village Preservation Project received an honorable mention for Project of the Year at the City Engineers Association of Minnesota (CEAM) Annual Conference on Wednesday, January 30.  Each year, CEAM honors the special achievements of engineers and recognizes outstanding engineering projects at their Annual Conference. This is the second consecutive year our firm has received an honorable mention for Project of the Year. Our firm was recognized for our contributions to the St. Anthony Village Advanced Oxidation Water Treatment Plant in 2018.

WSB worked with the City of Afton and Washington County to reconstruct the 160-year-old Old Village of Afton.  The project revitalized the Old Village of Afton, protecting the historic properties and restoring the opportunity to revitalize the downtown area of the City. This $20 million, eight-year effort included new sanitary collection and treatment system; reconstruction of all County and local roads; new trails; levee reconstruction; stormwater enhancements, ADA improvements and provided 100-year flood protection to protect the Old Village of Afton over the next century.

WSB receives Honor Awards from American Council of Engineering-Minnesota (ACEC-MN)

On Friday, January 25, the American Council of Engineering-Minnesota (ACEC-MN) awarded WSB  two Honor Awards for the Afton Old Village Preservation and Corridors of Commerce – Scope and Project Selection at the Excellence in Engineering Awards Banquet in Minneapolis.

For over fifty years, the association has been recognizing outstanding engineering projects through their awards program.  Minnesota engineering firms across the state enter their most innovative projects and studies hoping to be recognized for the work they’ve done to make the state stronger.

Afton Old Village Preservation | ACEC Honor Award

Corridors of Commerce – Scope and Project Selection | ACEC Honor Award

WSB’s Transportation and Structures Group assisted the Minnesota Department of Transportation (MnDOT) in evaluating proposed projects for the department’s Corridors of Commerce program. Created by the Minnesota Legislature in 2013, the program is tasked with adding additional state highway capacity and reducing barriers to commerce. MnDOT requested public input to identify the location of transportation chokepoints and needed improvements in the state’s highway system. Using high-performance software, the project team was able to develop a concept design plan for each of the 167 projects, providing data to analyze against MnDOT’s evaluation criteria. This concept work was completed for all 167 projects within a handful of weeks.
